Sandra’s dress is from Emilio Pucci, and her heels are from Roberto Cavalli‘s spring 2011 collection. These shoes are more gladiator in silhouette (than cage), but the extra thin straps make them look really sexy.
Sadly, they are no longer available, so you will have to resort to a similar style if you want them.

For example, you can grab a fresh pair of glittery gold Roberto Cavalli sandals as an alternative. They don’t have as many straps as Sandra’s heels, but they seem quite flattering to wear:
